Français : LE «MODUS VIVENDI»

Modus Vivendi. 14 SEPTEMBRE 1946 :

Modus vivendi franco-vietnamien signé par Marius Moutet et Hô Chi Minh à la Conférence de Fontainebleau. Il précise de quelle façon les services seront transférés au gouvernement vietnamien qui accepte de rester dans l'Union Française. Il prévoit également que de nouvelles négociations auront lieu au début 1947 après que la France se soit donnée une Constitution, et après l'arrêt des hostilités en Cochinchine.

L'arrêt, au moins temporaire, de la guérilla au sud montrera l'autorité de Hô Chi Minh sur ses troupes et parallèlement leur permettra de renforcer leur position à l'abri du cessez-le-feu.

L'unité douanière de la Fédération Indochinoise est proclamée bien que la VNDCCH en fera une interprétation différente. Les dispositions privent la VNDCCH d'une très grande partie de ses recettes en devises. Une grande partie du trafic de piastres est ainsi supprimée ce qui mécontente Chinois et Viêtnamiens de Hài-Phòng.

Cet "abandon provisoire de la Cochinchine" deviendra une obsession de Hô Chi Minh jusqu'à son décès ce qui conduira à la guerre du Viêt-Nam après la Guerre d'Indochine.
