Images on commons Vs. local wiki

We have noticed that the following images:

• Eternal-Glory-monument.jpg
• Chuvash National museum.jpg
• Chuvash-Drama-Theatre.jpg
• Perekrestok Cheboksary.jpg

are stored only in ru:voy and not in commons. There's a particular reason for this choice or it's just a mistake?

No freedom of panorama in Russia. These buildings and monuments were created in the last 70 years, hence they are still protected by the copyright. The situation should partly change starting from October 1 when the new law on the freedom of panorama is introduced, but it will apply only to buildings. Bus stations
